Yes.
That's the whole point of the "extensions" thing. You do
not need the blessing of Drobilla or even the LV2 consortium
to create a standard extension.
Create your extension. If people use it, it becomes a
standard extension.
IMHO, this has to be the coolest and most confusing part
about LV2.
