Basically, instead of reading from a file, libsndfile can be passed a set of functions to read data from an arbitrary source.
So for example, if you write a set of functions which will read a sound file from a memory block or a network location, you can pass them to libsndfile, and it will use them to load the data from memory or over the network, even if it doesn't actually exist as a file. This is the "virtual IO functionality". He has simply released a description of this API so that it is easy to understand and use.
