AFAIK, is not possible to affirm the latency of a network application because it depends on many factors beyond the algorithms itself (hops, physical layer, network devices buffers, kernel options, ...). Using UDP and multicast is probably a safe way to grant a good communication delay but latency will depends on your network configuration and machines involved in data traffic.
