It avoids having a very short block at the end - it will be absorbed by the previous one up to a maximum of 48 frames. For example 100 = 32 + 32 + 32 + 4 becomes 32 + 32 + 36. This plugin is very old, in more recent software (the zita-* series) control values are evaluated at exactly every N frames (where N depends on the algorithm being controlled).
