i meant to add that i think that the format should change
slightly to something like:

<Ladspa plugin="Plugin ID">
<port ...>
</Ladspa>

so that you cannot load a preset saved from plugin FOO for plugin BAR,
and that way can identify which presets are available for which
plugins.
