I think this is normally referred to as "resampling."
it's just a matter of choosing an interpolation algorithm, 
optionally with an antialiasing filter if the new pitch is
higher than the old one.

"Time-stretch resampling" means extending the time without
changing the pitch, or tweaking the pitch and time independently,
and it's a lot trickier.
