I updated gcc on my system and found that manually inlining these
functions was increasing the size of auditfilter.o.  The exception is
audit_dupe_watch(), but that one has the potential for a second
callsite in the future.  

This fix applies to lspp.b19 commit
bd5ea49f781e6984c1148fff4d3587eed6cb855e
