Using watchdogs / manual fencing is such a bad idea it even gets its own FAQ entry: http://sources.redhat.com/cluster/faq.html#fence_manual As a backup method or for testing/development/debugging it has some uses, but as your primary fencing method in a production environment it is just not suitable.
