Ok ! you remove #  in /etc/inetd.conf for 2 line :

tcp         stream     tcp     nowait     root .....
telnet     stream     tcp     nowait     root .....

and you add # all the content for 2 file :  /etc/host.deny , /etc/host.allow

ex:
    if you see :
            # { text }
            all:all
    and you add #
            # { text }
            # all:all
after you finish and restart your computer you can use ftp & telnet service.
Please confirm if it working !
