You have not given us nearly enough information.

- What version of RedHat?

- What sort of mouse?

- Did you specify the right mouse type and device file in
 /etc/X11/XF86Config?

- Does /dev/mouse exist, and is it a symbolic link to /dev/ttyS0 (or
  /dev/cua0)?

- Did you try running RedHat's mouseconfig and mouse-test utilities?

- Do the files (symbolic links) /etc/rc.d/rc3.d/S*gpm exist?  Does
  the script /etc/rc.d/init.d/gpm exist?  (ie, does the mouse driver
  get started at bootup?)

- What is the contents of your /etc/sysconfig/mouse file?

There are more questions you need to find answers to, but this should
give you a good start.
