It depends on what you're changing. If its a setting that really should be
changed via "make config", then you can run "make menuconfig", and just go to
the right screen(s) and make only the change(s) you need.

If you're making a change which is not part of what "make config" controls,
then you can skip that step. If you've never run "make config" before, though,
you'd better be sure that your current config data matches your current kernel.
