See if you don't have a MAKEDEV in your /dev directory. You should be
able to issue from the /dev directory:
./MAKEDEV tty13;ls -l tty13
You should then see the tty13 out there.
I'm not familiar with your distribution, so you may not have a MAKEDEV.
There is also the mknod command that can be used.
