Ackk! This is not billygates land...
It is hardly ever necessary to reboot linux, especially not for software
reconfigurations. And even for hardware reconfiguration, it is often not
necessary to do this either (eg, changing the mouse).
In your case, just giving the sendmail daemon a -HUP signal is all that
would have been necessary to envoke the configuration changes.
