comsat is a mail notification daemon that works with biff.  You probably
have tcp-wrappers set up to refuse it from everyone, including your localhost. 

Just edit /etc/inet.conf and comment out the line that calls it, then -HUP
the inetd daemon to get it to re-read that file.... no great loss to turn
this one off :-)
