Perhaps, the directory is wrong.
It seems to me, that in previous versions, there was no the "/SRPMS.pt1/"
subdirectory on CD.
Try to check:
ls -l /mnt/cdrom/SRPMS/SRPMS.pt1/shadow-utils-980403-3.src.rpm
If the file exists, try to check options.
Perhaps, the shadow package was already installed or uninstalled ("rpm -e
<package_name>")
but incorrectly.
Such a case, may be the options "--replacefiles" provides the needed result.
Or try to see what
rpm -q <package_name>
displays.
