It's actually pretty easy.  read the man pages for pppd and chat.  If you
have any sort of background using ppp and a little bit of scripting
knowledge, all you need to write is two scripts, ppp-on and ppp-off.  I
wrote a couple of scripts several years ago and they still worked even
better than any other ppp software that I've ever used.
