No. If you copy the kernel to the beginning of the flopy, it will boot. If you
wish to use LILO, then, as can easily be seen from an inspection of the
/etc/lilo.conf file, the kernel image must be in a file somewhere. In addition,
since LILO overwrites the first sector of thge floppy, it would destroy the
first part of the kernel image.
