It's a window manager issue. Middle-click on the desktop, choose
Enlightenment config, and on the very first panel click on sloppy
focus.
I also enable edge flip resistance (at "99"), keep the default 4
screens on one desktop, turn off the tooltips (behaviour->misc), and
choose a better theme (I like "shiny metal").

The .wm_style files have disappeared in RH6.x... there's now a
dedicated "switchdesk" utility for changing the default desktop
(besides the option to make this choice at the gdm login).
system.fvwmrc is for fvwm. Mwm is the lesstif motif-like desktop
(which I must admit I've never tried). It dosn't use
/etc/X11/fvwm/system.fvwmrc, try instead /etc/X11/mwm/system.mwmrc
