this is actually a limitation of the filesystems in use by the ibm-pc-xt
compatible machines.... and is followed by almost all the operating systems
available for the pc platform for compatiblity with ms operating systems and
other operating systems which follow this rule.... technically there is
nothing to prevent an os from having an entirely different partitioning
system... as partitioning is a software thing.
