[linux-delhi] Please help

Ever tried restricting users from certain terminals?
  
There was no /etc/usertty file in my system
I did create it and added a few access restrictions on certain users -
it did not work ?

/etc/usertty

USERS
abc tty3 tty4
temp tty4 tty5

Still users abc & temp are able to login fron terminals tty2 etc.
I use RH 6.1
