I made further cenquiries with my counterprt looking after Internet. It is
understood that somebody created a user group called GOI Institute in
egroups.com and lot of complaint recieved about spamming. Hence the domain was
blocked by VSNL. Presently it is unblocked and if VSNL get any further
complaint of spamming, the domain may be blocked again.
