Yes it does. You can run sendmail just like any other application. In
fact people  use it to send mails from their own applications
(sendmail -t etc.) .e.g. the PHP module/interprator sends mail by
invoking sendmail directly.

However while flushing the queue, using your permission, sendmail can
only access data that your are priviledged to do.
