LCP is the Link Control Protocol used by PPP to discuss how to
set the link up with the remote pppd. It seems your pppd has
been told that it is connecting to 108.192.100.30 but the
remote says it is 208.192.100.45. Maybe the remote end has
switched from a "well known IP" to "arbitrary IP" scheme.
Perhaps you need to change your idea of the remote IP, perhaps
you need a "dynamic" options, perhaps you need an ip-accept-remote.
