It isn't open to voting - it, or at least a variation, is in
the diald-0.98.1 now on http://diald.unix.ch.
Note that there is a - small - problem with ip-goingdown. If you
are running with -reroute, i.e. diald has to bounce packets from
the proxy to the real link, the ip-goingdown script can't talk
on the interface because diald is blocked waiting for it to
finish to won't forward packets. No one should be running with
-reroute anyway, but...
