I think you should write a chat script that make the modem dial and just
wait for successful connection. It would be something like this:

'ABORT' 'BUSY'
'ABORT' 'ERROR'
'ABORT' 'NO CARRIER'
'ABORT' 'NO DIALTONE'
'ABORT' 'Invalid Login'
'ABORT' 'Login incorrect'
'' 'ATZ'
'OK' 'ATDT ............'
'CONNECT' ''
