Thanks for the scripts, but I actually solved it myself just 10 minutes
ago :)
I just remembered how I did it last time by browsing some of my old
notes I'd written in my Dr. Linux book.
The problem is that the RedHat netcfg tool makes the pap-secrets file
look like this :

# Secrets for authentication using PAP
# client        server  secret                  IP addresses
username        ppp0    password
                                                                               

...but diald wants it to look like this :

# Secrets for authentication using PAP
# client        server  secret                  IP addresses
username        *       password


After substituting ppp0 with a *, everything works without any change to
the default diald & netcfg scripts.
