This shouldn't be necessary.  The default route is checked last, so if
there is a special route for 12.0.0.0/8, those packets will go to the
special route, not the default route.  What does /sbin/route say?

There is a package to enable modem sharing over a network ... sorry, I
can't remember the name right now ... it may be able to help you assign
modems dynamically.
