Do you have a script called 'modem'? If so, check the shebang line at the
top for the correct path to whatever shell 'modem' expects to be invoked
with.
The message you're getting is from the sh interpreter, telling you that it
can't run the 'modem' script because it cannot find the shell specified in
the first line in 'modem.'
