Yes, 2.2.x kernels don't actually support metric on interfaces.

The reason you saw the commands with 0.98.3 was because when it
got a non-zero exit code on a command it included the command
in the log message. 0.99 ignores the exit code on commands (since
there is no standard meaning - even zero and non-zero aren't
reliable indicators of success or failure). If you want 0.99
to log commands you need to ask for it in the debug setting.
Off hand I can't remember the debug flags but "debug 24" should
do, I think.

The real difference here is that an ethertap interface emulates
an ethernet interface which is broadcast whereas a SLIP interface
is point to point. Unfortunately 2.2.x kernels don't let ifconfig
change the flags on the interface so the output looks "strange".
