All I can say is that I have set up systems to dial one of two places,
depending on the ip address.  I set up 2 diald processes, one to connect
to my ISP, one to connect to a customer's internal lan.  This required
2 separate diald processes.  The customer had a full-time internet
link, so whichever link came up got the default route.

In this case the system did not automatically shut down one link if
an IP packet for the other was generated.  You might be able to do
this in the connect script.

Note that the diald command fifo is pretty easy to use.  You may find that
setting up some sort of tk thing with a  couple of buttons to start/shut down
the connections when necessary is sufficient.
