I got pap to work by adding the following to my ppp options file
login user <username>
You also need to have the user in the pap-secrets file
example options file
noipdefault login user bob
example pap-secrets file
bob ppp0 bobssecret
This is the chat script I use
'ABORT' 'BUSY'
'ABORT' 'ERROR'
'ABORT' 'NO CARRIER'
'ABORT' 'NO DIALTONE'
'' 'ATZM2'
'OK' 'ATDTphonenumber'
'CONNECT' ''
You can leave out the M2 it turns up the speaker volume on my modem
