It's normal:
Before the diald/ppp link is up, the telnet connection you initiated
times out.
if you want you can do something like:
#!/usr/bin/perl
`ping -c 1 192.168.0.2`; #or any other IP address outside your network
do {
sleep 1;
} while (!(`ifconfig | grep ppp0` =~ m/^ppp0/)); #or whatever interface
exec telnet.real, @ARGV;
__END__
name this file /usr/local/bin/telnet and chmod it to 0644
and do:
mv /usr/bin/telnet /usr/bin/telnet.real
