To make things easier:
add
local2.* /var/log/local2
tabs, not spaces in between.
killall -HUP syslogd
echo debug1 > /path/to/diald.ctl
tail -f /var/log/local2
You'll see why diald decides it's time to do a connection.
Then you can stop what it's causing this, or filter out those packets in the
standard.filter.
