        Wacky!  The only information I can offer you is that TAP is a
protocol used by alphanumeric paging systems employed by AT&T and other
large alphanumeric paging service providers.  If you've ever used AT&T's
"MessageFlash" software, it uses TAP.  So does the paging server for Unix
that works with Sendmail (don't know the name). 

        I do not know if that has anything to do with the "tap0...tap15"
modules that are trying to be loaded on your system.

        Hmm... perhaps your script is not parsing a variable correctly?
Does anyone know if chat reports variable names?  I.e., is the above line
supposed to read

chat[646]: expect "ATZ"

        instead of the (MODEM_INIT="ATZ")?

        If the script is working correctly, then perhaps it's not speaking
to the correct serial port...?
