diald & kernel 2.3.13

Kernel 2.3.13 has now incorporated the new pppd kernel driver (version
2.4.0) which communicates differently than the previous ones. This
means that diald (0.99-1) will run the chat script, launch pppd which
brings up the link, but diald does not detect this so does not switch
the routes from tap0.

I suspect that the cause of this is IOCTL changes in the new driver.
