just for interest's sake, i'm in the UK too, my carrier is BT, and i use
the following.  these go at the end of my diald.conf file, after all the
other rules, which i think gets round the "different rule numbers"
problem that Mr. Wookey mentioned.

#time-variant impulse statements in accord with the cost of local calls
#PEAK RATE
restrict 08:00:00 18:00:00 1-5 * *
impulse 45,15,15
#EVENING RATE
restrict 00:00:00 08:00:00 1-5 * *
or-restrict 18:00:00 23:59:59 1-5 * *
impulse 185,60,15
#WEEKEND RATE
restrict 00:00:00 23:59:59 6,0 * *
impulse 285,60,15

the initial values for impulse are the amount of time you get for 4.2p+VAT
(ie, one unit, which is the least BT will charge for a call).  these
values ensure that once you've spent 5p bringing the line up, you get full
use out of it.
