OK. That's clear now. For anyone following this thread I clarify:
In order to have the nurmal ruleset in just once (consistent rule numbers
- generally neater) and put all the time-domain restrictions at the end
you need to put:
restrict * * * * *
at the end, with your normal ruleset, so it looks something like this:

#time-variant impulse statements in accord with the cost of local calls

include /etc/diald/normalfilter
(Tom, I reckon the ruleset you sent me is actually 'on demand' at night, as
the down rule in the
restrict <nightime> * * *
rule will always be after all the normal rules and thus generally
something else will match first)
