I ran into this problem a while back and never discovered why it
happened. Instead, I solved it by putting this line in
/etc/ppp/ip-up.local.
/etc/diald/on_ppp1_up $@
In the normal sequence of events, when ppp establishes the connection,
the script /etc/ppp/ip-up is executed. The last thing this script does
is call /etc/ppp/ip-up.local. With the addition, this script will now
execute your on_ppp1_up script.
