When this happened to me, I :
1.) ran ping
2.) checked if packets were going in or out of my box by
a.) looking at my modem's LEDs and
b.) running tcpdump (tcpdump -efntvv -s 200 -i ppp0)
3.) In my case, packets are going out, but....... NOT COMING
BACK!
4.) I looked more carefully at tcpdump's output and found that,
for _some_reason_, packets going out to other boxes in my ISP's
domain have that bogus "local" address from /etc/dail/idiald.options
as their source address. It's "192.168.0.1" in my case, and I
think that particular address was suggested in diald's documentation.
For some reason, only packets going to other boxes in my ISP's domain have
the wrong source address. If I ping anywhere else, say ns.eu.net for
example, it works.
So, now I'd like to figure out how to fix it. Suggestions are welcome.

PS: FYI, this only started happening after upgrading to a 2.2.* kernel. I
have a lingering suspicion that the new routing code in the 2.2 kernel is
too "clever".
