Use 'rpm -qf /etc/services' to tell which package installed the file (it's
usually setup).

So try an updated setup rpm, get the latest netkit source or roll your own.

The port number assigments are made by IANA.  The latest copy of the Port
Number listing can be found at
http://www.isi.edu/in-notes/iana/assignments/port-numbers

Note: this is a huge list and must be modified before it can work as your
/etc/services file though the changes to be made are trivial (comment out
explanations and the description field).
