What diald version are you using?
If you are trying "down" from dialmon it's possible that you have no
right to down a connection (dialmon.users config file).
If the same happens if you send a "down" to the diald pipe, then maybe
you are using 0.16 diald:
Major changes between version 0.16 and 0.98.0.
