OK first what is your /etc/ppp/options file?

For it to run with diald it just should have:

---cut---
allow-ip *
ktune
name login
---cut---

Now get rid of the second line of your /etc/ppp/pap-secrets (it should
be alright for it to be there, since ppp is peer-to-peer so any end
should be able to request the other to authenticate, but your ISP is
clearly refusing to).

The "name login" option is out of place I think it belongs in
/etc/ppp/options.

I think that the above mentioned second line in your etc/ppp/pap-secrets
is the problem the rest is just tunning.

By the way "alow-ip *" is the best way to overcome authentication
problems while pppd is being reestructured due to heavy changes in
kernel 2.3.x. You should not mess with "auth" and "noauth" unless it is
really needed, mainly with ppp 2.3.10, since it is built to deal with
2.0.x., 2.2.x and 2.3.x kernels.
