Which kernel are you using ? with 2.0.3x the 16650 support only has
1 byte buffer, so you are better off with a 16550A card.
Maybe the 2.2.x kernels have better support for the 16650
Try using setserial-2.15 to configure the port.
If the kernel can't set the BPS rate, it defaults to 9600 .
Try 115200 .
If the BPS rates are set with jumpers, the value used in software
is different from the actual value.
Ex. Set jumper "x2" and 115200 in software. This gives 230400.
