You find browser master under:

Right Click network Neighborhood
Left click properties
File and Print Shareing
Highlight BROWSE MASTER and select Disabled

There is no downside to turning this off.. infact Network neighborhood
will work better without all the machines fighting over the browse master.
To help with this you can set your linux SAMBA box to Browser Level 65
(meaning it will be the browse master... as long as your linux box is
always on your network will work better then ever.. ie things wont' vanish
from network neighborhood like they may have :)
You can try making Samba the WINS server  I have had no experience with
this.
Yes 65 will set Samba as the master server.
