Good day:

If the mail program attempts to go to a doamin,  does diald refuse to 
connect for you on the 'request' of the mail program??

We use uucico to send and get mail between boxes.  The uucico causes diald 
to dial and no up or down script is required.

With uucico the -p option is tcpuucp and it connects just as if someone on 
the network tried to surf.
