Here's your problem.  You are only forwarding packets if they are destined
for the interface ppp0.  When the modem is down, there is no such interface,
so the packets are being denied forwarding.  Add another rule:

    ipchains -A forward -i sl0

or possibly

    ipchains -A forward -i tap0

depending on if you're using a SLIP interface, or ethertap.  This should
cause any packets sent to the gateway when the modem is down to be
forwarded, unmasqueraded, to the outside world.  This will bring the link
up, and the packets will then bounce over the ppp0 interface and get
properly masqueraded.
