First question:
While there may well be a better (i.e., less like a sledgehammer) way,
one way is for those machines to have no gateway address specified,
so they don't route packets for unknown addresses to the diald machine.

Second question:
I'm sure there are others who know what to ask to help with this one,
unfortunatley it ain't me. sorry.
