I assume your RH6.x uses a ppp package later than 2.3.7. Is that true? If so, does
yours always say "version 2.3.7
(demand dialling)"?

I hung out on this list last summer when I was trying to get diald working under a
highly modified RH5.1 (2.2.9 kernel).
I seem to recall your name from that time. If that is true, then perhaps you had
diald+ppp running under something
earlier than RH6.x.
What's puzzling me is why my RH5.1(2.2.9)+pppd-2.3.7+diald-0.99.1 setup doesn't work
under
RH6.1+pppd-2.3.10+diald-0.99.4. None of the doc suggests that it wouldn't. I'm back to
desperately trying anyoldthing
like 'ipcp-accept-xxxx', which I never needed before. I've tried it with and without.
