The good news is I now get dialup on demand. The bad news is my pppd says the peer (which I assume is my local machine) isn't allowed to talk to the remote system (my ISP, who uses dynamic addressing). At that point the startup process is terminated. FWIW, I can get PPP to run manually just fine.
