Your script needs a modification of this line:
$spdx = $1 if m/(SPDX-License-Identifier:.*)/;
This is on $_ and not $spdx.
This line needs to be:
$spdx = $1 if $spdx =~ m/(SPDX-License-Identifier:.*)/;
Otherwise the script produces:
